These agencies assist with starting, building and growing businesses allowing these companies to be better positioned to create jobs, impact our local economy and expand into larger markets.

Small Business Administration
  SBA provides customer-oriented, full-service programs, including management assistance, business planning, access to federal contracts and more. A new program, called "Low Doc," is a simplified application that loan applicants and their banks can complete. Businesses with sales under $5 million and 100 employees may apply.
Empire State Development Corporation
  ESDC offers an array of business services and economic assistance, including loans and grants. It promotes entrepreneurship at centers throughout the state providing classroom training, counseling, technical assistance and mentoring. Export promotion programs are available to assist in expanding markets.
New York State Small Business Development Center
  SBDC provides expert management and technical assistance to start-ups and existing small businesses. SBDC is sponsored by the Small Business Administration and operates 22 campus-based regional centers and 23 outreach offices across state wide. These centers can apply the resources of university, private sector and government to solve problems and foster entrepreneurship.
Hudson Valley Technology Development Center
  HVTDC provides a wide range of technical, business and manufacturing assistance to help a company grow, including process and business improvements; operational improvements; sales and marketing assistance; technology and entrepreneurial assistance; and workforce development.
Service Corp. of Retired Executives
  SCORE is a resource partner with the U.S. Small Business Administration (SBA). SCORE provides expert business management advice to prospective small business owners. The White Plains chapter office does not charge for individual counseling. Free weekly workshops are held throughout the year addressing 10 specific business topics. SCORE also maintains a Cyber Chapter.
Military Reservist Economic Injury Disaster Loans
  SBA also provides, disaster recovery help for businesses and provides Military Reservist Economic Injury Disaster Loans.
Women's Enterprise Development Center Inc.
  Dedicated to helping women achieve economic self-sufficiency through entrepreneurship in Westchester County and the Lower Hudson Valley. WEDC has been offering women assistance in the critical steps that lead to running their own businesses since 1997.
African American Chamber of Commerce
  AACCW is a voluntary organization of individuals and businesses working together to advance the commercial, financial, industrial and civic interest of the local community. It  has promoted the economic growth of black businesses, impacting MWBE development and increasing the number of firms obtaining access to the corporate community.
Westchester Hispanic Chamber of Commerce
  WHHCC is committed to the economic growth and development of Hispanic businesses and professionals in Westchester County. WHCC sponsors numerous forums for education and networking as well as a Career Development Job Fair.

Element 46 Incubator

The new Element 46 Incubator program kicked off in 2019 to inspire and support entrepreneurial talent and the development of new businesses in the County. Nearly a hundred business leaders will serve as mentors to startups, offering their expertise, time, and support.
